Right now war.str3am.com:7400 is the only 24k stream available. Does retiring these relays mean that 24k streams won't be available anymore?

No, the relay that holds 8 listeners at 128k will be converted to 24k for 40-50 listeners.

No problem. We should get even more relays soon at both bitrates. But 56/64k doesn't look likely any time soon.
