I observe the similar phenomenon.
Quiet parts are barely audible and louder parts are at the 'normal' volume level.

Oh yes.
And I am constantly adjusting the volume on my computer together with "someone"

Yep, that was me. I saw it post and then it disappeared before my eyes when I reloaded the forums!
